Tom Sharpe Announced as New Commissioner of GSA FAS

Gold stick figure with megaphoneOn January 22 2013, the General Services Administration (GSA) named Thomas Sharpe as the head of the Federal Acquisition Services (FAS).  Sharp fills the role formerly held in an acting capacity by Mary Davie.  Davie took over for Steve Kempf who left to take long-term medical leave in July 2012.

According to the press release: “As commissioner, Sharpe will oversee the acquisition and provision of more than $55 billion in best-value products, services, and solutions to federal agencies…. Sharpe has 30 years of experience in both the private sector and government, serving most recently as the Department of the Treasury’s Senior Procurement Executive. In that role, he was responsible for Treasury-wide procurement policy, procurement career management, and oversight and continuous improvement of bureau procurement operations. Before joining Treasury, Sharpe served as a consulting principal with IBM Business Consulting Services responsible for the marketing, sales and delivery of procurement transformation engagements with IBM’s commercial and government customers. 

His prior operational procurement experience includes playing a key role in strategically sourcing IBM’s technical service requirements that generated competitive advantage to IBM.  Sharpe has held senior procurement and managerial roles with the U.S. Environmental Protection Agency and the U.S. Department of Defense.” 

Based on his prior experience Mr. Sharpe will likely find it important to:

  • Meet Agency Small Business Contracting Goals. Treasury met all of its small business goals and actually exceeded it total small business goal (38%). This will continue to be a priority in his new position, especially now that GSA Schedule task orders can be set-aside.
  • Advance Strategic Sourcing Initiatives.  Treasury has been at the forefront of the strategic sourcing movement since OFPP rolled it out in 2005. In his new role he will be working closely with Kevin Youel Page again, another outspoken proponent of strategic sourcing. I’m sure Mr. Sharpe will support GSA’s stated goal of establishing 10 new FSSI vehicles from FY13-FY14. Strategic sourcing initiatives from GSA, especially those for commodities already sold on the GSA Schedules such as office supplies (OS2 FSSI), have been extremely controversial with contractors – especially small businesses.
