If a Contracting Officer (CO) attaches a Wage Determination (WD) that does not have the current health and welfare (HW) rate of $4.27 (i.e. $4.02), is the contractor required to pay the current rate or the rate on WD attached? How often should updated WDs be incorporated into the contract? When the HW rate increases, at what point are contractors obligated to pay employees the increased amount?
