GSA Bets the Farm on Category Management, but is it what Chief Acquisition Officers Actually Want?

The General Services Administration (GSA) has gone “all in” with its category management and pricing initiatives, but the results of Federal News Radio’s 2015 Chief Acquisition Officer (CAO) Survey suggest that customer agencies are not entirely convinced that category management will result in the paradigm shift GSA is expecting. Although GSA promises that category management and prices paid data will bring transparency and add value to the acquisition process, the survey found that these promises are met with some skepticism by federal CAOs and Senior Procurement Executives (SPEs), even in a time of shrinking budgets.
